1&1 is facing a penalty of around EUR 50 million (EUR 50,000 per missed site) for missing 2022 antenna sites target.
If BNetzA loses an appeal against a court decision that ruled 2019 auction was unlawful, the penalty could be forfeited. Otherwise, the penalty for 2022 will be imposed.
1&1 could also miss its 2025 targets (6,000 to 6,500) leading to another penalty.
